Victoria reports by elections set for Vancouver and Rossland with nomination on February 24 and voting two days after. Former mayor L D Taylor plans to contest Vancouver seat against C A Tisdall and M A McDonald as three cornered race looms.
London reports Lord Kitchener has returned from his visit to the rent. Speculation resumes on his future role with the Government or in field command. Also note request to inquire Fire rate from M. M. Stephens.
Rough weather spurs a halibut rush with about 280000 pounds landed or ready to unload across several fish wharves. The Independent steam trawler delivered 35000 pounds for the National Independent Company, represented by Mr. Bernhoff. Continued on Page Three.

City Solicitor Fred Peters will travel to Victoria to discuss a private bill with the Premier and government officials. The aim is to permit serial bond principles for the city’s issues and secure rapid passage through the Legislature. Mayor McCaffery and the council push to settle remaining points, with authority given to Peters to make the trip.
Washington reports the United States will likely wait on future developments to decide if it will act in response to Germany stating armed merchant ships may be attacked without warning.
London reports an unofficial statement that Parliament will consider a note of credit for 250,000,000 pounds after reassembly tomorrow. The expected vote signals a major funding step for Britain’s war effort and reflects financial maneuvering in the early war period.

London reports HM S Arethusa struck a mine on the east coast of England and feared total loss. About ten men were lost. The light armored cruiser, completed three years ago, was serving on various lines benefitted by the war. The Premier promised careful consideration.
The council approved an indemnity bylaw for 1916 fixing the Mayor’s pay at 1500 and Aldermen at 300 each. Ald. McClymont sought a clause to fine absentees, but withdrew after concerns about hardship and feasibility.
London reports Baron Von Dem Bussche Haddenhausen has returned to Berlin after a mission to Bucharest. Germany awaits Romania’s chosen side. Romania bans copper and leather exports to Bulgaria as its defenses in the Carpathians and Danube are bolstered. Opposition backs cabinet against Bulgaria amid peace rumors. The Oddfeldw’s Leap Year Ball is set for February 29 to aid the Patriotic Fund.
