Preston officials and the local Chamber of Commerce announce a program in which patrolmen carry envelopes and nickels to pay first meter violations for one hour. The envelope explains the courtesy and requires presenting the violation ticket and nickel to avoid the standard fine. Failure to present within 48 hours may incur a fine up to 100 dollars.
