Constitutional amendment would curb state court school integration power
Sacramento AP A constitutional amendment to limit state courts from advancing school integration passed the Senate on a 2 0 vote, sending it to a liberal Assembly where it stalls. Robins D Van Nuys argues it aligns state equal protection with the U S Constitution to slow busing driven by prior rulings. Critics warn it weakens civil rights and could echo controversial 1954 rulings, with ballot placement uncertain next year.

The plan, a $44.5 billion project with a 43 mile canal and four new reservoirs, seeks to shield Northern California from salt intrusion while distributing water to other regions.
