Admiral Bucher Faulted by Ex Aide on Pueblo Loss
Former executive officer aboard the captured spy ship Pueblo blames Lloyd Bucher for the loss to North Koreans in January 1968. Vice Admiral Harold Bowen Jr. says Bucher was incompetent for surrendering without a fight and botching the destruction of sensitive equipment. Ex-aide Edward Murphy notes Bowen was the most perceptive court member and argues the truth has been downplayed.

ACLU Sues to Halt FBI Snoop and Intimidation Tactics
The ACLU filed in Philadelphia federal court seeking to stop what it calls unconstitutional political surveillance and intimidation by the FBI. The suit targets FBI Director J Edgar Hoover and seeks destruction of files on groups and individuals. Named are Hoover, FBI officials, and plaintiffs including the Greater Philadelphia Black Economic Development Conference and other civil rights organizations.

Navy officer Bowen to be reassigned after inquiry
San Diego aboard on leave not available for enmm ent. A Navy spokesman said Boeher will be transferred within a week to his new assignment as chief staff officer for a mine flotilla at Guam. The court of inquiry of which Bowen was president recommended court martial but the secretary of the Navy countered, saying responsibility for the Pueblo incident must be borne at all levels of command.
