Big California ballot spending yields mixed results on Prop 22
California voters weighed 22 ballot propositions as final returns showed money did not guarantee wins. The $1.04 million Watson Tax Initiative and a $1.6 million bid to limit veto power were rejected, while a coastline development controls measure passed amid a $999,000 opposition. A $375,270 bid for higher highway patrol wages failed, and a $160 million community college bond passed with modest spending. Officials urged lessons in campaign finance.
