Senator Henry M. Jackson D-Wash says he will push quick passage of a bill giving the president standby power to impose fuel rationing within hours if needed. The plan envisions state policing with federal subsidies and would draw on conservation measures, with a final draft to Senate next week. Hill seeks delay on sensitive trade bill next week

Washington dispatch reports Secretary Kissinger agreed to defer consideration of a trade bill in the House for the week of Nov 12. Speaker Albert, Rep Ullman, and other leaders say Nixon would need to resist delaying, with the measure tied to Soviet emigration and MFN status. The bill, already postponed weekly since amid Mideast tensions, would bar Soviet and Communist nations from MFN status unless free emigration is permitted. Vanik amendment would halt future LUL loans to the Soviets until emigration is allowed.
