Nixon cites national security plots behind Watergate cover up
President Nixon says he never authorized clemency or funding for Watergate defendants and acknowledges others may have stretched his directives. He details three national security operations linked to the case, including 1969 wiretaps, a 1970 domestic intelligence plan blocked by J. Edgar Hoover, and the 1971 White House Plumbers unit. He emphasizes responsibility while noting he did not approve illegal actions and recalls guidance to Krogh on Ellsberg material. He also recalls opposition to releasing Ellsberg-related FBI files and says the DNC break in came as a surprise.
