Rival tax relief bills clear committee in California

In Sacramento, Gov Brown's property tax relief measure and a rival bill by Sens. Jerry Smith and Nicholas Petris won approval from the Senate Finance Committee after two hearings. Petris' plan, backed by liberals and labor, would cost about 1.6 billion in 1978-79 funded by higher taxes on upper middle class and wealthy. Smith's would cost about 695 million in 1977-78 funded from current revenues. Both sliders target relief by income and home value, with no aid for households earning 50,000 or more. Petris offers more renter relief and lower-income homeowner aid. Supporters spar over funding, local spending limits, and school financing. The Senate could approve both, aiming for a conference committee to forge a compromise.
