Dr Horn fights Nixon plan on school busing moratorium
Dr Stephen Horn president of California State College at Long Beach urged Congress to reject the White House push for a nationwide school busing moratorium. He told a House subcommittee there is no evidence courts require busing beyond constitutional need and criticized Justice Department claims listing districts with only selective balance. Horn cited Pontiac, Michigan as misrepresented and argued most busing rises from population growth and centralization rather than desegregation orders.
