Assembly OKs Budget and Oil Revenue Plan
The California Assembly approved the largest state budget in history and turned to tidelands oil revenues. The 59 to 14 vote sent the record spending program to the Senate, which continues work on the upper house version as lawmakers seek new revenue without taxes. Plans to raise offshore royalties and adjust bidding were debated, with Miller and Allen proposing a sliding scale while Shell favored discretionary rates. Also noted were bills on disability insurance, licensing, alien eligibility for pensions, and education funding, plus a Senate move to veto antlerless deer dates and other measures.
