The Assembly Ways and Means Committee approved a bill increasing drivers license fees from 3.25 to 10 dollars despite Brown administration objections. The measure would also raise the $11 vehicle registration by 1 dollar annually for three years, sending the amended bill to the Assembly floor.
Gov. Brown said he would consider giving up his power to commute life sentences without parole if it would help pass the bill. He urged a strong measure to allow life without parole and prevent easy release for killers while stressing social glue comes from communities, not just government. He noted impersonality and mobility are rising in society.
Gov Brown backs harsher penalties for repeat violent crimes under the determinate sentencing law. The measure, approved 14-2 by the Assembly Ways and Means Committee, would raise sentences by three years for nine repeat offense categories including murder, rape, sodomy by force, child lewd acts, and armed robbery. Dan Boatwright, author, asserts it adds certainty to prison terms. Critics worry many criminals could be jailed soon after July 1 under the law’s narrow term ranges.
President Carter will make a one day trip to California on May 17 for a town hall style question session with residents, an address to an auto workers convention, and a drought tour of the San Joaquin Valley. The session will be televised in Los Angeles with hundreds of viewers, not pre screened, and about an hour long. Powell said invitations came from IXTV and the questions are to be unedited.
