Navy race bias seminars aim to change attitudes at San Diego base
Captain H R Bivin oversees race relations sessions at a large naval recruit base. Groups of 14 to 20 sailors, from petty officers to commanders, meet without uniforms to discuss prejudice using films, literature, and films. The program, praised by some as education, faces mixed reactions from white participants. Observers from other bases and the Naval Academy are watching for wider adoption.

Swinging balance of power shifts in Supreme Court
The 1972 73 term sees Potter Stewart and Byron White often siding with Nixon appointees Burger Blackmun Powell and Rehnquist to form a conservative majority on major cases. Stewart and White act as swing votes enabling decisive 5 4 or 6 3 outcomes, with liberals blocked on key rulings including school finance and one man one vote challenges.
