South Vietnam frees last of its prisoners
In Bien Hoa, 188 prisoners were released and 210 declined to return to Communist control, the largest defection since the cease fire. Observers from the ICC and JMC showed limited participation as defectors protested and were escorted to a camp for “special treatment” while some insisted they wished to stay in free South Vietnam.
