Rusk Denies Viet Role to Congress

Secretary of State Dean Rusk told the Senate Foreign Relations Committee that Congress will not be given a formal role in future Vietnam war policy decisions. He said any troop decisions would be consulted with appropriate members, not turned into a Congress veto or formal process. Members like Fulbright pressed for early congressional input, while House backing for a study of US policy in Asia gathered momentum. Overall, Rusk warned Hanoi shows no interest in a peaceful settlement, and bombing halts were rejected as unilateral.
