Stiffer penalties do not deter crime study finds
A legislative research team sponsored by the Assembly Criminal Procedure Committee released a survey showing that most people are ignorant of prison terms and that knowledge of penalties does not deter crime. The study of 1,567 adults, students, youth authority members, and inmates notes some deterrent effects but questions overall impact on behavior. It urges new approaches to reducing California’s rising crime rate.
