Shapp assails revenue sharing at governors conference
Pennsylvania Governor Milton Shapp and other Democrats condemn the Nixon budget plan as a shell game for revenue sharing. They form a separate panel to study proposals, arguing current aid programs may be safer and more effective. Republicans defend potential increases in funding while warning against early conclusions. The session preceded a White House banquet with President Nixon absent.
