Nixon vetoes public works bill amid economic dispute
President Nixon vetoed the public works appropriations bill while urging Congress to pass alternative jobs programs. He favored transitional jobs in parks, police, fire, schools, hospitals and antipollution agencies funded 90 percent by the federal government. He criticized the bill as a poor compromise and backed the Emergency Employment Act of 1971 approach. Connally indicated unemployment targets would not be sharply pursued, and stressed no tax cuts or large spending boosts in response to the economy. A separate Paris to New York Trans World Airlines flight was diverted after a bomb threat call.

The Senate Banking Committee postponed its first closed session on drafting rescue legislation for Lockheed due to objections by Senator William Proxmire while the Senate was in session. An aide said the session may not resume before the July 4 recess and the measure could broaden to aid other faltering industrial firms. Daniel J. Haughton warned that inaction could halt work on the L1011 TriStar, risking a $20 billion market for wide bodied aircraft.
