Secretary of State William P. Rogers announced the administration’s bid to Congress for approval of the Soviet arms control pacts. He said the agreements reduce nuclear war risk, improve U.S.-Soviet relations, and save long term defense costs, while stressing ABM limits, mutual deterrence, and protections around Washington. Rogers, with negotiator Gerard Smith, argued the pacts enable a more stable strategic balance and time to redirect resources.
