County urged to regulate massage parlors by sex
Supervisors were urged to sponsor state legislation to let Los Angeles County regulate massage by the opposite sex. Chief Administrative Officer Arthur Will noted a 1940 ban repealed in 1951 and a California Supreme Court ruling deeming it unconstitutional. He warned massage parlors have proliferated, linking to prostitution. the measure would aid control though not eliminate the issue. The board was to act on the proposal Tuesday.

Law delays spay neuter clinic plan in county
Bureau Supervisors heard that county approval is lacking to run spay and neuter clinics for dogs and cats. County Counsel Maharg proposed two options: enact enabling legislation or amend the animal control ordinance to allow a license fee cut as incentive. He noted a fee drop from 25 to 2.50 would cut revenue by about 150000, but a taxed service could avoid a public funds issue.
