William H Dovey, longtime Long Beach police chief and founder of the citys police school, dies at 72. He reorganized narcotics under his command and wrote a code of ethics for officers. Mooney praised his foresight in building the Public Safety Building opened in 1960. He retired in 1980 after 43 years on the force and enjoyed tending a rose garden. He is survived by his wife two sons a daughter two sisters and a brother. The city council will honor his memory with a memorial resolution and flags at half staff until services Thursday at Ditday Family Mortuary.
