In Sacramento, Assembly Democrats proposed a new reapportionment plan that would trim the party's lower house majority to 48 to 42 to secure 54 votes needed to override Governor Reagan's veto. The plan targets gains in Orange and Kern counties and a district spanning Contra Costa, Alameda, and Santa Clara, with San Francisco, Alameda, and Los Angeles counties losing seats. Names raised include Foran, Bee, Johnson, and Thomas, while Meade and Moretti guided the process.
