Attorney Richard English eyes 38th District seat
Downey attorney Richard M English 44 announced his bid for the special 38th Assembly District to succeed the late Carley V Porter stressing his 17 years in the area and large client base while clashing with rival Frank Vicencia a lobbyist. English leans independent Democrat backing tax cuts and tough crime measures. The district includes Paramount Bellflower Lynwood Downey Compton. He previously served on Lynwood City Council 1958 61 ran for Assembly in 1962 1966 and for Congress in 1964. He is a Buffalo NY native and U S Supreme Court practitioner since 1960. He and wife Nan have daughter Mary 18 and son Ricky 13.
