Seniority rule kept by GOP tested on House floor
GOP lawmakers blocked two bids to rebalance committee seniority with Rep. Frank Horton and Rep. William Bray as ranking members. Erlenborn led a major effort to oust Horton while Gubser backed Bray after a clash with McCloskey over Vietnam. Gubser called the process Russian style and noted the GOP conference cannot end the seniority system.
