Nixon outlines tax reform aims and welfare relief
President Nixon sent Congress a lengthy message detailing goals for tax reform aimed at easing property taxes for the elderly and offering relief for parents sending children to nonpublic schools. He pledged a program to build on 1969 reforms, urged restraint in spending, and warned of rising food prices while forecasting broad prosperity. The speech drew skepticism from Democratic leaders about optimistic forecasts and spend limits. A separate Marin County note reports the board opposing more rain despite flood-prevention concerns.
