No fault auto insurance bill clears first committee hurdle

In Sacramento the no fault auto insurance bill ABIC cleared the Assembly Finance and Insurance Committee on a 12-6 vote after a three hour hearing. Author Jack R. Fenton said the plan cuts personal injury rates by 12 percent and pays 55 percent of accident victims who now receive no benefits. Opponent Herb Hafif argued it tramples rights, while Fenton rebutted. The measure would allow jury actions after $2,000 in medical expenses and includes specified medical, wage, and funeral benefits. Governor Reagan's consumer affairs director testified in support, noting a 63 percent motorist favorable survey.

Reagan tax curbs face strong attack in Sacramento hearing

At a stormy legislative hearing in Sacramento, critics derided President Reagan's tax limiting plan as impractical and naive. The proposal would cap state taxes by personal income and require a statewide vote to raise levies, drawing sharp questions about trust in government and potential political cost to schools and welfare funding. The debate highlighted opposition from lawmakers and the administration's difficulty briefing committees.
