Water future divides Santa Ana board on plan
The Santa Ana Region Water Quality Control Board split 4 to 4 on the first segment of a regional sewage plan for south Orange County. The nine members debated funding and authority, with an March 9 Colton meeting set to reconsider the proposal. The plan, led by El Toro Water District, envisions a wastewater system with a treatment plant serving 105 000 within five years and an ocean outfall for 368 000 by 2000, funded by 2.2 million in revenue bonds and 18 million in grants, provoking environmental opposition over pollution and quality concerns. Environmental Coalition contends the AWMA plan is premature and burdens future residents with taxes, while critics note El Toro’s voting power under the California Water District Act could skew outcomes.
