Westminster petitions fail by 188 signatures from 342 required for a tax control measure to limit property taxes and shift funding. Garden Grove moves a tax limit to 1974 level with 43 percent yearly cap, accepted for a March 7 ballot but labeled advisory only. Both groups go to Santa Ana court. Westminster date canceled, Garden Grove may be similarly affected as advisory designation stands.

Hargitt House Declared Norwalk Landmark and Museum Plan
