Study urges regional government to aid urban blacks
A UC Berkeley report by Willis D. Hawley for the U S Institute of Governmental Studies argues that a directly elected regional government would improve employment housing civic financing and environmental quality for urban blacks and other minorities. It notes current metropolitan structures are lily white and decision making is concentrated in special purpose bodies. The study warns that suburban bargaining power is eroding as city populations and wealth move outward, potentially widening interracial tensions and limiting Black political influence.
