Filibuster fights and debt bill fate outlined in Senate
The Senate voted 49 to 39 to halt the filibuster and fell one vote shy of two thirds. A motion to drop a campaign spending amendment failed 42 to 43, signaling liberal defeat. A compromise set to report a campaign spending bill within 30 days after next year’s session. Conservative Republicans hailed the outcome while Kennedy and Mansfield led the opposing camp. The measure would curb private contributions in presidential races and provide public funding for major party candidates.
