Welfare reform bill advances first committee vote in California
A bipartisan welfare reform plan survived liberal and conservative attacks to pass its first committee in the California Assembly. The measure aims to cut the $2.5 billion annual public assistance program by $130 million, with tougher rules and simplified processes. The path to law relies on votes in both committees and both houses by two-thirds margins, before reaching Gov. Reagan for signature. Opposition from welfare groups and ACLU members persists, while supporters say the reform is essential for fiscal discipline and policy modernization.

Reagan Medi Cal tightening bill clears committee
In Sacramento the Senate Health and Welfare Committee approved Assemblyman William Campbell’s plan to tighten Medi Cal fiscal controls and extend coverage to about 3.3 million Californians. The bill would limit doctor visits to two per month unless a chronic condition or emergency exists, charge one dollar per visit and fifty cents per prescription for those who can pay, and push drug-discount efforts, with witnesses warning of potential doctoroutmigration from lowincome areas and legal risks for nonconformity with federal law. Medi Cal director Earl Brian defended automatic federal compliance.
