Abel and Larry announced they would work together to raise productivity and strengthen American steel against imports. The contract was ratified by a committee of 60 union readers three hours before a midnight strike deadline. Abel said the vote was unanimous. The agreement initially covers nine companies employing 350 000 workers and may extend to 500 000 workers at a third year cost of 10 billion. Secretary of Labor Hodgson praised the settlement as a leadership display. Larry said leaders held out for a cheaper deal but yielded to overwhelming forces. Even with the settlement it will be at least one day before steelmakers can resume refining and production. Large mills began shutting down last week in anticipation of a strike.
