Volunteer Army a total success says Callaway
Secretary of the Army Howard H. Callaway defended the all volunteer force as a total and complete success despite congressional doubts. He noted early recruitment limits were surpassed with 73% of recruits now high school graduates and explained a tank shortage limits modern strike capability, forecasting production to rise to 65 tanks per month by summer from 45.

GAO flags weakness in Army Navy nuclear warhead transport
The General Accounting Office urged tighter security as Army and Navy motor convoys carried nuclear warheads across the continental United States. An unclassified digest criticized armor, aerial surveillance, and communications, while Navy and Army moves were deemed more vulnerable than those of the AEC and Air Force. The digest noted reforms planned or undertaken after officials acknowledged the issues. A separate UPI report records an underground Nevada test with a 200000 ton TNT equivalent.
