U S probes shakedowns of subsidized poor tenants

Federal housing investigators opened a probe into landlords who allegedly demand rent kickbacks from Section 8 tenants. The program started Jan 1 1975 under the Housing and Community Development Act of 1974 and now covers about 230 000 units, with plans to grow to 400 000. HUD says complaints are encouraged but stampouts are hard, especially where tenants fear eviction. No HUD officials appear involved in the shakedowns, though past scandals show regional officials faced indictments.
