Eugene Zak, 73, tried to pay 94 in cash he carried 296 to a Memphis IRS office but could not get change as the clerk refused. He argued the note is legal tender and refused to write a check. IRS workers finally provided change from their own pockets. This is the third year he faced tax payment trouble after returning with correct change.
