Carter Bares Food Stamp Plan Aimed at Help for Poor
President Carter asked Congress to boost food stamp benefits while ending the requirement that recipients pay for grocery coupons. The plan would raise benefits for about 1.55 million families and keep others near current levels, with potential savings on fraud monitoring. Reactions from Sen. McGovern and Rep.
