In France near Merville British forces launched a surprise front assault of over three miles, driving German troops back an average 1,500 yards. The operation achieved all objectives quickly, improved the British position, and inflicted heavy losses on the Saxon 32d and Prussian 44th Reserve divisions, with about 250 prisoners taken by noon.
British forces aimed to gain elbow room north of Merville by striking along the Plate Becque stream behind German lines. Prussians and Saxons held the zone with machine gun posts and wire, but final objectives were reached with light infantry losses as resistance was sparse. Australian troops on the left simulated an attack, capturing about fifty prisoners.
Washington June 28 Immediate extension of the draft age from 21 to 31 was defeated in the Senate. The Fall amendment to raise ages to 20 and 40 was voted down along with other changes to the $12 billion army bill. The body approved the Aircraft Production Corporation plan and draft quota revisions based on Class 1 totals. A neutrals provision threatened citizenship for those claiming draft exemptions. Also noted: Arkansas divided into six employment districts with Texarkana as headquarters.

Allied troops in Flanders and French forces along a 4.5 mile front in the north and south carried out synchronized offensives. British forces between Hazebrouck and Bethune gained ground up to a mile and captured prisoners and machine guns. French assaults along the Villers-Cotterets axis broke fortified enemy positions and yielded strong gains, including 1,060 German captives, aiming to block Paris gateways and threaten Dunkirk.
