Little Rock June 28 Walter E Winn of Helena, formerly an assistant highway engineer, has advanced to Lieut Colonel in the U S engineering corps. W C Ross of Little Rock and Jim and Joe Murrey, also in the state highway department, are promoted to first lieutenants in the engineering service.
