London June 9 Gen Foch chief of allied forces writes in the Field that victory comes only to the army that keeps the offensive. He argues modern war ends by destroying the enemy's organized powers, through battles that disorganize command, break discipline, and nullify combat power.
The quote argues that pure defense yields no victor or vanquished and is only a prelude to restarting the game. An offensive, whether started initially or after a defense, can only produce results and must be employed at the end of an action.
Little Rock June 8 Bank Commissioner John M Davis extends an invitation to the Executive Council and Legislative Committee of the Arkansas Bankers Association to meet in Little Rock at the Hotel Marion at 10 20 a m June 20 for the organization of a movement to consider national legislation affecting bank interests. These state bank representatives will select delegates for a July 15 meeting in St Louis to form a National Association of State Bankers.
The Better Babies Contest, run by competent physicians, promotes physical and mental development and civic interest in children. Held at the courthouse Friday and Saturday, June 14 and 15, it invites all county children aged six months to five years for private examinations to uncover defects and guide healthier starts in life. For entry, call Mrs. Logan, Mrs. Rouse, or Miss Griswold to enroll and schedule.
Paris dispatch reports a new German offensive from Noyon to Montdidier, about 25 miles, with heavy artillery and gas shelling. French resist strongly, holding the line on the 25 mile front as casualties rise and the fight intensifies in the sector south of Soissons. The Paris communique describes the defense as magnificent and determined.
In Little Rock on June 10, the post primary scene shifts to legislative races. Clarence P. Newton, Pulaski county nominee and Confederate Home superintendent, seeks Speaker after prior service for Lonoke county in 1909 1911 and 1913. Little Rock June 10 Governor Brough issues proclamation setting aside June 28 from noon to 10 p m for all adult citizens mainly heads of households to pledge save and economize to aid the war effort and invest a specified amount in War Savings Certificates
Little Rock announces that the aviation section of the Signal Corps becomes the Air Service of the National Army. Captain Cartmell resumes recruiting of the United States Guards for men above draft age and seeks white volunteers for stevedore regiments at Newport News. In 33 days he recruited 400 men, many just reaching enlistment age.
