New York AP reports housewives pay up to a nickel of each dollar spent to cover shoplifting losses. executives cite 1.5 percent average department store losses and higher rates for discounters, with crime costs passed through as part of operating expenses.
Raymond Johnson a 22 year old Black Panther lieutenant in Cuba says members of the party have been isolated and imprisoned, banned from Havana and told they cannot organize. He alleges some have been jailed multiple times and sent to labor camps while seeking permission to leave.
The Portsmouth Charity Horse Show opens at 7:30 p.m. Thursday at the Scioto County Fairgrounds for the 21st year to benefit Scioto Memorial Hospital. Everett Burton chairs, with Mildred Thompson handling entries. The four-day event features 55 classes across 10 divisions, including pony, three-gaited, five-gaited, and Western horsemanship, running through Sunday with a Saturday exhibitors’ buffet.

Ohio Senate may vote Monday on Gov Rhodes 417 billion dollar payroll bill to fund state operations for two years. The measure, already passed by the House, must become law by midnight to meet July 1 obligations including welfare. After Senate passage it returns to the House for concurrence with amendments. The bill immediate effect upon signature and is reviewed by the Senate Finance Committee led by Robert Shaw. In other action the House advanced juvenile court reform and a county income tax bill moves through committee for possible passage.
New York AP reports Richie Allen, volatile Phillies star, told Philadelphia Bulletin writer Ray Kelly he is through with the team and will do nothing until traded. Allen spoke from a cab outside the Phillies hotel declaring he would not play or assist the club until a deal is made.
Dutch scientists say an insecticide killed millions of Rhine fish and could pollute water in Dutch and German cities. West German officials could not confirm. Dead fish appeared along a 12 mile stretch between Bingen and St Goarshausen as Amsterdam cut off Rhine water, using alternate supplies.

New Boston Council moves to place a 1 percent income tax on November ballot to replace two existing special levies 1.5 mills for operations and 4 mills for sewage disposal. Mayor opposes. ordinance prepared by Frank Gerlach. projected $200,000 yearly, with 55 percent for general use 20 percent for sewage disposal and the remainder for capital improvements.
A proposed resolution in the Ohio Senate would amend the state constitution to permit revenue bonds for private construction and rehabilitation of low cost housing to avert a housing crisis. Senator Ralph S. Regula said bonds would be repaid from rental or sale income, expanding housing for seniors Appalachia and others while aiding highway projects stalled by housing shortages.
A federal grant of 385000 under the Appalachian Regional Development Act was announced by Rep. Harsha and Sen. Saxbe for a Wheelersburg sanitary sewer project. Total cost 3572000 with additional funds 305400 from the Federal Water Pollution Control agency and 473500 from HUD. remaining costs financed by revenue bonds and tap-in fees.
A 113 year old stampless folded envelope from Portsmouth Post Office, 1846, sold in New York City for 6750 to a stamp dealer. Bids opened at 4400 after competition from several bidders. The postmaster was William P. Camden, serving 1845 to 1857. the envelope dates to the pre stamp provisionals era.
