A Justice Department task force rejects national ID plans and proposes reforms. It cites a $20 billion annual loss from false identities including illegal immigration fraud and drug smuggling. Proposals include identity verification before release on bond, uniform welfare and Social Security ID standards, direct deposit of benefits, and electronic funds transfers to curb forgery.
The 1976 28th annual Portsmouth Charity Horse Show sponsored by Scioto Memorial Hospital Auxiliary features 9 AHSA sanctioned divisions including new Arabian and half Arabian costume classes. The event, honoring the U S Bicentennial with red white and blue decor, aims to raise 15000 dollars with 40 additional stalls and more than 500 entries anticipated.
Ford campaign manager Rogers Morton announced nine regional delegate chairmen to keep Ford delegates in line and maintain communication. Reagan aides said Reagan will campaign in Washington state seeking 38 delegates. Don Williams 43 of Blue Creek surrendered after a 13 hour standoff with Scioto and Adams county deputies using tear gas at his Mackeltree Road home. Three children were removed unharmed and later released from Scioto Memorial Hospital. Williams faces assault with a dangerous weapon charges and is jailed in Scioto County. Sheriff Knauff said the safety of the children and officers guided the operation. Adams County Sheriff Fulton received emergency treatment for a grazing wound from a shotgun pellet at the scene.
In Rome police freed a prominent cattle importer abducted by extreme leftists who sought a revolutionary sale of 71 tons of meat at one third market value to secure his release. A routine building check led to the discovery of the hideout and the kidnapping.
In Brussels US Defense Secretary Rumsfeld discusses a plan to replace aging weapons in Western Europe with smaller more accurate arms. He notes a possible stockpile reduction tied to Soviet forces and cautions no removal is confirmed for Italy.
A federal court is asked to delay indefinitely new Ford administration food stamp rules that would cut benefits for about 1.66 million families and reduce 1.7 million more by limiting monthly income to 383 dollars above the official line. Courts issued temporary blocks. a third hearing will decide injunction odds.

Rachaya, a key Arafat Trail stop, fell after heavy fighting driving guerrillas and Lebanese forces from the town. Israeli officials downplayed threat saying no direct danger to Israel and no need for immediate action.
Scioto County elections director Jennings B. Cole announced that last week's June primary results were declared official. A tie for Democratic Precinct Committee between Mary Hagler and Esther Smith was resolved by a coin toss after a county election recheck, with Hagler winning.
