Saigon forces have more than doubled in size with large US supplied weapons and equipment. Vietnamese troops are expanding in Mekong Delta areas once held by Viet Cong, while US ground troops maintain the shield.
Washington AP President proposes a two year extension of antipoverty funding to allow longer range planning and better allocation. Senator Perkins backs a five year extension while administration seeks improved program evaluation and greater state involvement in poverty efforts.
The Supreme Court 7-1 held the Lake Nixon Club near Little Rock Arkansas a public accommodation under Title II of the 1964 Civil Rights Act. Justice Brennan wrote the decision with only Justice Black dissenting. The ruling extends federal anti discrimination to privately owned recreation areas offering interstate service and broad patronage, while noting private clubs remain outside the act. Doris Daniel and Rosalyn Kyles represented by the NAACP Legal Defense Fund challenged earlier exclusions.
The Department of Health Education and Welfare announced a $7.5 million program in 19 states to provide bilingual instruction for children with limited English speaking ability.
Dragging operations continued for William Cullum 66 of 709 Findlay St. after he drowned aiding in the rescue of Peggy 9 and Mildred 15 Bressler near the market buoy where the Scioto River meets the Ohio. A 17 year old girl and other onlookers helped, but Cullum was lost in the whirlpool as stormy weather halted efforts.
Georges Pompidou led in the first round with 43.95 percent as Alain Poher trailed at 23.44 percent. Communists face decision on backing in the June 15 runoff with Duclos at 21.58 percent and four others sharing the remainder.

Robert Ruggles 14 of Jackson Route 5 is The Times District Spelling Bee winner and district representative to the National Spelling Bee. In Washington he will tour landmarks, meet fellow spellers, and compete from Wednesday through the weekend in the Mayflower Hotel.
The United States released $40 million of aid to South Vietnam after Saigon gave assurances to tighten the program. This amount completes the $178 million in import aid for the fiscal year ending June 30, kept suspended for about a month while Americans pressed Saigon.
A record 543 persons were killed in highway accidents over the Memorial Day weekend, surpassing the previous 1966 record of 542. Tens of fatalities occurred in Utah and North Carolina, with heavy traffic along California coast routes. Boating accidents added 33 deaths and 181 drownings not involving boats. A Cleveland area crash killed a mother, a 4 year old, and a friend on Interstate 71.
Two crashes in northeastern Ohio killed six people during the Memorial Day weekend. State officials predicted 32 highway deaths from 6 p.m. Thursday to midnight Sunday, as 30 fatalities had occurred by Sunday, with 19 of the victims identified.
Forty eight arrested after a weekend raid at a Thomason farm on Ratt Hollow Road near Waverly Ohio. Sheriff and deputies moved suspects in 17 cars to Waverly with 47 charged with aiding a cockfight and Bowen charged for keeping a place for cockfighting and taking admission money. Bond set at 100 dollars each. Bowen bond 250.
