President Nixon signed a law expanding federally subsidized flood insurance and replacing disaster loans with quicker aid. Homeowners can insure up to 35000 at 25 cents per 100. small business up to 200000. Six sales of stockpiled metals estimated to raise revenue.
State and federal authorities investigate reports of tankers lined up on the East Coast delaying unloads awaiting favorable prices. New York Attorney General Lefkowitz cites a six month probe into whether this energy shortage is real or contrived. Governors and port officials say no clear jam evidence yet.

On a Cyprus to Jerusalem trip, he boards a truck thinking it goes to Jerusalem and wakes during artillery fire on the Golan Heights. He serves briefly in a command-like role, treats wounds, carries stretchers, and earns a decoration before the tour ends.

Officials say eight to ten gallons per week per driver will become common with no new shipments and no further stock drawdown.
