Congress approves an 11 percent rise in Social Security benefits for 30 million retirees, with 7 percent in April and 4 percent in July. A higher payroll tax applies to high earners, raising the wage base from 12 600 to 13 200, and boosting total tax payments.
The House voted 219 to 34 to reject the Senate emergency energy bill that would have allowed Nixon to order gasoline rationing. The chamber also refused to adjourn for a month, recessing only briefly as voting electronics failed during the session. Leaders blamed Republicans and big oil for the stalemate as Mansfield signaled no Senate action before Jan. 21.
In Geneva the opening phase of the Middle East peace conference ended with an agreement to form an Egyptian Israeli military working group to negotiate troop disengagements along the Suez Canal. He reportedly fell from a second story window at St Luke s Hospital December 17 with illness since returning from a 1969 federal prison term for income tax evasion. Andrews rose to notoriety in 1955 when he was acquitted in the murder case of Wilbur Clark once called Cincinnati area Numbers King.
The U S military appeals court upholds Army Lt. William R Calley Jr murder conviction for killings at My Lai. Chief Judge Darden dissents arguing fresh review should be allowed. Calley plans further appeals with Gordon stating disappointment at the decision.
