Havener, 55, the Ohio State Penitentiary commander, says time may ease tensions at Lucasville. He notes granting some privileges to inmates after summer disturbances to reduce anxieties while reporting two recent assaults over the last three weeks, one serious and one minor, sending an inmate to a Columbus hospital.
A Senate House conference panel drafts an emergency energy bill granting President Nixon sole authority to order gasoline rationing with Congress retaining veto over other actions. The plan lets Nixon act immediately on rationing and other energy steps, with a 15 working day window for congressional veto after implementation.
In Cincinnati Ohio 19 of 25 prospective jurors asked to be excused from a U S District Court gambling trial. The judge reduced the panel from 12 members to six due to many jurors finding nothing wrong with gambling.
About 300 truckers at a Coal Grove Ohio truck stop ended a five day blockade after a Franklin county vote where 500 independent owner operators backed resuming service. They demand federal fuel price ceilings higher freight rates and a 60 mph speed limit with a possible nationwide strike in 30 days if unmet.

A proposal to abolish Ohio's 161 local health boards and replace them with 11 regional panels directed by the governor was among recommendations by the Citizens' Task Force on Health Care. The 64 member group ramrodded through reports into a 115 page summary. the plan goes to Gov. Gilligan and the legislature for action.
The Ohio Commission on Local Government urged reforms including allowing local police to join unions and strike. Gov. Gilligan met with commission chair Robert H. Rawson and said elements of the 51 member panel's report may be sent to the Legislature in the spring. John M. Hunger noted the police unions recommendation among others.
