The United States Congress declares war on Japan after President Roosevelt seeks action following the Pearl Harbor attack. Britain formalizes war with Tokyo as Churchill vows full effort, with coordinated Allied response across the Pacific and Atlantic theaters.
Special to The Times Washington December 8 1941 President Roosevelt labeled Sunday as a date which will live in infamy and urged Congress to declare war on Japan for its unprovoked attack. He described a deliberate surprise offensive across the Pacific hitting Hawaii the Philippines Malaya Hong Kong Guam Wake and Midway and said American defense measures are in place while ships have been torpedoed and lives lost. Mexico ready to turn. Pan American solidarity grows as Western Hemisphere nations position themselves alongside the United States in the emerging war.
The Times announces a public issue of extra editions on Friday night and Sunday morning about Japan's attack. Officials warn readers to listen for the extra and caution that normal issues may be delayed or substituted.
The United Mine Workers of America wins a 2 to 1 arbitration board decision enabling a union shop in captive mines owned by major steel producers. Dr. John R. Steelman heads the board, with John L. Lewis supporting the majority and Benjamin F. Fairless dissenting. Eight steel firms will be bound to the Appalachian wage agreement already in force with the union.

Federal agents arrested 736 Japanese aliens during the night in the United States and Hawaii, Attorney General Biddle announced today.
A Scioto county Legion committee calls World War II veterans to a Wednesday 8 p.m. meeting at the Legion hall to form a local emergency defense unit and register volunteers for civilian defense duties. The effort dovetails with the county disaster emergency committee and the civilian defense council, to prepare for any emergency including sabotage.
Columbus December 8 Lieutenant Colonel C W Goble state selective service head said his organization is geared to handle any load from war emergency. He noted men released from service and in the enlisted reserve are subject to immediate recall by the war department and not under local draft boards. About 4 851 Ohioans released from service, with 95 percent in the enlisted reserve corps. The 2 000 Ohio State guard officers and men can be mobilized in hours to handle any disaster or emergency. Adjutant General Whit S Bird said the guard is fully prepared to take tasks from the federal government and protect defense plants and military facilities.
Observer Schirrmar records today at 11 a m as 45 degrees with a 36 degree low. Yesterday’s high reached 448, and a year ago today the maximum was 48 with a 33 degree minimum.
Soviet and German reports show continuing pressure near Moscow but acknowledge the German offensive may be near its end. Hitler’s army cites winter as guiding factor and notes cold halting oil. Soviet counteroffensive north of the capital persists with limited gains at Solnechnogorosk.
