The Portsmouth City Y M C A races to raise 10510 needed to reach a 42000 goal for its men home drive. Mrs Grant Williams offers to match each 1000 raised today with another 1000, prompting a final 615 meeting at First Christian church to stage a victory dinner.
County budget totals show a 1942 request of 437,839 dollars in general and relief funds. County commissioners approved a 356,000 dollar resource estimate for next year and anticipate possible relief levy approval or elimination. Several lines were increased from 1941, including a 40,000 dollar relief item and a 250,000 dollar county engineer budget.
In Prospect on December 2 the tobacco sales season begins with the loose leaf market. Marts in Lexington Ripley and nearby towns open today according to reports. Prices and activity were noted as the season starts.
The Federal Reserve Board tightens small bank loan rules effective now, extending coverage to loans under 1500 dollars. Washington December 2 The threat of a railroad strike was lifted as wage and vacation settlement was announced by Wayne L. Morse chair of the presidents emergency board. The pact would add about 300 to 325 million dollars yearly to carriers payrolls and ends two days of negotiations with the five operating brotherhoods and fourteen non operating unions amid peak holiday traffic.
A federal jury found Willie Lawrence Hicks and his parents, Mr and Mrs William Michael Hicks, guilty of conspiring to evade the selective service act. Sentencing was postponed until Wednesday. The case hinged on a dispute over Hicks birth date, claimed as May 24, 1920 by the defense and May 24, 1916 by the government.
Portsmouth city school board met in caucus with the Portsmouth Teachers' club committee to discuss continuing and limited contracts for teachers but took no action. The session followed a debate on state law requiring continued contracts for long employed teachers and a janitors union recognition vote, with local 23 of the International Union of Operating Engineers named as bargaining agent for maintenance staff.

Moscow fighting continues with heavy German losses but Soviet counters.
New York Mayor La Guardia told the Senate Naval Affairs Committee that the war could end before next winter if U S production goals are met and supplies reach needed fronts. He urged establishing a new priorities section to keep small business operating and speed up victory.
A Circleville Oil Co fire at a 35 000 gallon gasoline tank knocked out power for about three hours across seven southern Ohio counties including Pickaway Ross Jackson Adams Scioto Brown and Highland. Leslie D May of Circleville Oil estimated losses at 15000 20000 with 18000 gallons burned. Arthur Steele witnessed the blaze and fled unharmed.
Prime Minister Churchill told Parliament Britain faces a crisis of manpower and womanpower in 1942. He proposed lowering conscription age to 18 and raising to 50, with possible calls on men up to 60. Chicago December 2 The national committee of the America First committee announced it will go into the 1942 national elections with support for candidates opposing the administration's foreign policy General Robert E Wood acting national chairman said the committee condemns the administration's policy as a trend toward Fascism and demands a return to Congress of only members who faithfully execute the people's trust.
Vern Kelly a 36 year old coal miner was electrocuted after contact with a power line at the Manhattan Coal Co mine near Crooksville Ohio last night. The incident occurred at the same facility in New Lexington.
Chicago December 2 Two corn kings were named for the first time in the history of the International Livestock exposition as four grain judges failed to break a deadlock after two votes. Floyd Hiner 41 of Lewisville Indiana and E W Youbet of Hanna City Illinois shared the honors.
Ottawa reports the government has fixed maximum prices for nearly all goods to curb inflation and aid defense. The ceiling applies to the period Sept 15 to Oct 11, 1941, with exceptions for fresh produce. Violations carry penalties up to 5000 dollars or two years imprisonment or both.
