An official report says the Chinese National government will grant North China broad self governing powers and a radical northern administration overhaul. The move aims to block northern secession while restructuring treasury and currency controls.
Dec 2 report says the U S embassy urged Chinese authorities to shield 17 American missionaries trapped by a communist push across Hunan province as U S officials monitor the danger to civilians and missions.

Mrs J J Rardin 85 a longtime Portsmouth resident died at 5 30 a m at SO2 Waller street after six weeks of illness. Born near Pomeroy in 1850 she taught in local public schools including Fourth street and West Side. She was married to J J Rardin of Selby Shoe Co in 1876 and survived by church work with Bigelow M E and the Goodwill class formed after her health declined.
Washington December 2 The public debt heads for a new high as the treasury seeks 900 million dollars for work relief financing and ready cash. If the full loan is raised the debt will reach about 30 and a half billion dollars. Morgenthau offers 450 million in 2 1/2 percent one year bonds and a 114 percent five year notes. Holders of 418 million in 2 percent notes maturing December 15 may exchange them for new notes or bonds. Total borrowings since July 1 would exceed 1.7 billion with full cash offering. Roosevelt estimates leave about 862 million to be raised in the last half of the fiscal year. Interest remains at current rates with semi-annual payments. President Roosevelt assures spending will be kept closer to income and debt reduction will follow.
W. Frelan Welford of Stavely Alberta was crowned wheat king for 1935 at the International Livestock Exposition grain and hay show in Chicago. His 66.6 pound per bushel sample led the field, with Canadian William Rogers of Tappen as reserve champion for durum wheat. This marked the seventh straight Canadian victory in the wheat category.
East High School captain Steve Sabath lay unconscious under oxygen at St Luke's hospital after a late Saturday car accident that crushed his skull. The 18 year old was a standout in football and basketball, with his last football appearance at Portsmouth on Thanksgiving Day.

A truck damaged a parked car on Boundary Street. Julia Cutler, Piketon, skidded and escaped injury after her car careened and landed in a setback.
New York December 2 Dr James H Breasted renowned archaeologist and head of the University of Chicago Oriental Institute died early today at Presbyterian Medical Center from a hemolytic streptococcic infection. He had been aboard the Conte di Lovaria en route home and was first diagnosed with tropical malaria before the undetermined illness. He helped discover King Tutankhamen tomb and often mocked the tomb's curse.
Clarence Brown defeated Republican governor candidate announces he will not seek any public office next year. He will instead support his friend and fellow publisher Colonel Frank Knox for president.
Georgetown Kentucky December reports Francis Warren a 24 year old farm youth killed his father Charles Warren 67 to stop him beating his sister Betsy 19. Warren told Sheriff Greenville Stockdell I had to do it as family quarrel escalated after Betsy protested the father drinking. Francis awaited examining trial on a manslaughter charge Friday.
In Wise Virginia the mother of Haugeman Falin a 16 year old mountain boy accused of killing his father declares the act self defense. She says the father knocked the youth down with a pistol during an argument over their automobile and threatened to finish the boy and killed her too. The case follows a prior Virginia trial where Edith Maxwell was convicted for beating her father to death with a slipper after a similar confrontation.
Fire destroyed the towboat Ben Franklin at its river dock in Cincinnati, while the steamer Arthur Hitler was damaged. Firemen in small boats fought the blaze. a watchman dove into the icy river to escape. Ten fire companies battled the flames as the Franklin’ s owner Captain Augustus Kirschner faced a recent murder case tied to the owner.
Martin Farrell and Francis Wiley were executed in the electric chair at Rockview Penitentiary in Bellefonte, Pennsylvania for abducting and killing a Philadelphia gambler, ending a mass mob’s trial of robberies and slayings across Virginia, New Jersey, Pennsylvania, Maryland and the District of Columbia. The execution followed a legal appeal and the family’s $8,000 payment for the victim’s release.
In a nationwide clash over the new Deal era holding company law, utilities announce plans to fight registration as 58 firms including Associated Gas and Electric Corp and Mission Oil Co file with the Securities Commission. Courts are expected to decide within a year or more.
Raymond McMahon aged 20 and Harold Carmean 19 from near Kenton confessed to the Mount Blanchard bank holdup last Friday in a case that followed hours of fear. A dealer’s tip led officers to the loot totaling 1265 dollars recovered, with 824 found in a Marion nightclub and McMahon arrested. Carmean was later detained in Lima.
Esther Zakoura age 31 wife of a restaurant operator and Harry Cochran 45 oil field worker were shot to death in Paola Kansas on Sunday. Albert Zakoura 40 husband of the woman admitted the slayings according to Sheriff Harve Lininger. Frances Officer a waitress said Zakoura accused Cochran of talking to my wife too much.
Ohio faces hunger risks as 310,940 residents lack relief after federal funds end. 17 counties have no funds while 71 counties run direct relief. A $500,000 emergency appropriations plan to feed the needy is debated, along with a $400,000 debt refund plan for a 1932 gas explosion damages obligation. A 14 year old boy, Glenn Boldian of Motley Minnesota, was found emaciated and half frozen in a mice packed refrigerator car in Baltimore on December 2. He said he had been locked inside for 10 days with no food, feet frozen, after crawling in with five other boys at Salinas California on November 22. He was taken to Union Memorial Hospital and doctors expect recovery.
December 2 1937 Washington reports a gradual reduction planned to lower Civilian Conservation Corps enrollment to 20,000 by July 1 next year. Director Robert Fechner announced the move as part of emergency conservation work measures.
