Ohio lawmakers in Columbus prepared to tackle the special session docket with 9 proposals on the must list. Unemployment benefits funding and a supplemental appropriations bill dominated the agenda as governors and leaders seek to move bills through the process.
Statewide labor factions led by Davey press for the governors 50-50 relief match amid mixed support. The American Federation and the Committee for Organization back the plan while major cities oppose as impractical. A joint legislative committee considers the plan with reservations, with E Evans of Scioto County courts and Lorenz in the Portsmouth subregion among active supporters.
John L. Lewis and William Green will personally lead peace talks to reunite the AFL and CIO. Philip Murray arranged the meeting and George Harrison will accompany Green as AFL liaison. CIO and AFL negotiators have debated five major issues but see little progress despite recent reports.
LeRoy Rogers age two son of Mr and Mrs William Rogers of Waverly route 1 died at Schirrman hospital at 6 p m Tuesday. A grain of corn lodged in his throat Sunday and doctors attempted to remove it with a metal tube then to perform an operation. Pneumonia developed after emergency tube insertion and caused his death. Survivors include the parents and a sister Wanda Jean. Funeral services set for 2 p m Thursday at the residence near Waverly with burial in Buchanan cemetery under J L Richards supervision.
Alberta Jean Douglas, year old daughter of Mr and Mrs Albert Douglas in Ashland, died yesterday after a piece of orange lodged in her throat. Dr E C McGehee said the mother gave the fruit after removing seeds and heard choking sounds before rushing the child to the hospital where she died.
London and Paris plan to sound out Czechoslovakia and Austria on concessions to Hitler over German minorities. Delbos will tour central and eastern Europe to gauge willingness to soften tensions. Britain promises cooperation with central European powers, aiming to restore harmony with Italy and advance appeasement talks.
An epidemic of measles in Union township abated and schools reopened while Lower Dry Run closes Tuesday due to 52 of 225 pupils ill. Careys Run may also shut as county health officials track cases. 58 cases reported in Nau Voo. County nurses still work to stop spread.
Observer Schirrman reports today at 11 am the high 31 and low 23 degrees with yesterday's high 42. For comparison a year ago today the high reached 45 and the low 21.
Shanghai dispatches report the Japanese navy apologizing and returning two American flags and two Italian vessels seized yesterday. U S Consul General Gauss confirmed the flag incident involved the William Hunt Steamship Co. launches. Japanese say the seizure followed blockade rules and involved Chinese government property. The report also notes Japanese claims of capturing Kiangyin forts and pressure on Chinese forces near Nanking as Chinese retreat is urged.
Milan dispatch reports Il Popolo D Italia editorial allegedly by Mussolini urging China to ask Japan for peace terms. It notes the Brussels conference stalemate and U S involvement after Roosevelt speech, signaling possible mediation intent.
Senators Borah and O'Mahoney introduced a federal licensing bill for corporations in interstate commerce. It would expand the Federal Trade Commission to nine members, empower chartering and revocation of corporate licenses, and include protections against child labor and gender discrimination while requiring collective bargaining recognition.
Arch W. Naylor of Cleveland appeared before a Franklin County grand jury probing Ohio parole board activities. He was brought from Zanesville where he is jailed on open charges. immunity was offered to secure his testimony.

The court of appeals refused a stay of execution for Mrs Anna Marie Hahn in Cincinnati as she faces transfer to Ohio State Penitentiary in Columbus for the poison slaying of Jacob Wagner. Defense lawyer Hiram Bolsinger noted the move and the letter claiming responsibility, while the prosecutor questioned its origin.
Mrs. Nancy Harper aged 48 of Portsmouth route 1 sustained cuts and bruises to her head after a two car crash on route 23 north of Portsmouth. Clifford Harper 25 and Marvin C. Royer 32 collided as Harper tried to turn into his driveway. Harper’s coach rolled onto its side near the residence.
General Erich Ludendorff aged 72 remained critically ill in Munich after an operation for a bladder infection his condition worsened today authorities said the former World War I commander is 72 years old.
Aaron King an Amish farmer from Honeybrook protested in federal court that Pennsylvania school statutes violate his sects religious freedom by requiring his 14 year old daughter Rebecca to attend classes until age 15. King known for his plain dress has prior jail time for beliefs.
The National Labor Relations Board charges Ford Motor Co in its St. Louis assembly plant with unfair labor practices after the United Auto Workers called a strike alleging discrimination. Hearing set for December 16. plant manager Milton N. Johnson denied all union charges.
Howard Holsinger a Portsmouth High School senior and son of Mrs Eva Holsinger 922 Third Street was named second honors in a statewide Constitution essay contest sponsored by the Columbus Junior Chamber of Commerce and Ohio State Journal A Columbus committee will present the award in a 1 p m high school assembly with a Columbus speaker on The Constitution and other committee members in attendance
