AUSTIN AP Common Cause of Texas said it will petition the Texas Railroad Commission to adopt procedural rules and standards for gas utilities under the Public Utilities Regulatory Act of 1975. Katy Davis said the lobby intends to file Monday to require rulemaking, with the commission having 60 days to respond. The proposed rules would set rate base standards, protect consumers from unfair billing and deposits, require regular reporting, and establish a timetable for rate hearings and appeals.
