Sugar Cane Boom Attracts Settlers To Valley

In 1909 John C. Kelly of Waco visited the Valley and praised its fertile soil and sugar cane success. His partnership with Henry Pharr of Louisiana formed the Louisiana Rio Grande Sugar Co. work began on the Pharr Canal System, later the water district. A townsite was laid out in 1910, a hotel and canal office rose, the Old City Hall building remains, and by 1911 families moved to land sold by the Kelly-Pharr Co. The hotel later passed to George Linesetter, Pharr’s first mayor.
